Québec Merit Scholarship for Foreign Students 2024 – 2025
It is administered by the Fonds de recherche du Québec – Nature et technologies, under the responsibility of the Ministère de l’Éducation et de l’Enseignement supérieur du Québec, which allocates funding.

The different components of the Québec Government Merit Scholarship for Foreign Students program are targeted at students coming from countries or regions, and researchers or administrators working in higher education or College Centres for the Transfer of Technologies. The program components and objectives are outlined below:
Program Components
Open Component:
- Students who are domiciled in all countries are eligible.
- Allows certain outstanding foreign students to study or conduct research in Québec.
Specific Components:
- Available only to students from Brazil, China, India, Israel, and Wallonia
Part of the Québec government’s bilateral agreements with foreign governments - Provide financial support and opportunities—specifically, for students coming from these countries—to pursue studies or research in Québec
CCTT Researchers and Managers:
- Extends beyond traditional academic settings to include researchers and administrators from College Centres for the Transfer of Technologies.
- It offers a possibility to participate in higher education activities, research, and professional development activities.
Eligibility Criteria
To have the Québec Merit Scholarship for Foreign Students, candidates must adhere to the following conditions:
- Nationality and Immigration Status:
- A candidate must not be a Canadian citizen or permanent resident of Canada.
- They should not have applied for permanent residence in Canada under the Canadian immigration laws.
Area of Study:
The scholarship is open to foreign students or researchers from all research sectors, which include health, humanities and social sciences, arts and letters, natural sciences and engineering.
Doctoral Merit Program Scholarships:
The candidates are eligible for doctoral merit program scholarships from the Ministère de l’Éducation et de l’Enseignement supérieur, MEES during the first nine semesters of their graduate studies.
Postdoctoral Scholarships :
Applicants whose doctoral dissertation was submitted by January 15, 2024, are also eligible.

Required documents
For your application to the Québec Merit Scholarship for Foreign Students to be considered eligible, it is essential that you include all the required documents, that they be of good quality, and that they are accurate.
One has to attach all documents as required and outlined in the application guidelines. They could be academic transcripts, letters of recommendation, research proposals, CV/resume, language proficiency proof, among others.
Application Procedures
Preselection Process:
- Preselected candidates are then required to register for an account in the FRQnet.
Creation of Account in FRQnet:
- Follow the FRQnet site and follow the instructions for creation of an account.
- In creating an account, ensure that it contains up-to-date information that is accurate.
Language of Application:
- The form is available in French or English.
- Candidates who submit an application in English must provide a French title for their project.
Application deadline:
The electronic form and all the required documents must be submitted no later than the competition deadline fixed by the FRQNT.
No update of files will be accepted after the application deadline. Candidates must therefore ensure that all information is accurate and complete before its submission.
